New Request for Proposals -- Policy Barriers to Redevelopment of Vacant
Properties

EPA™'s Office of Underground Storage Tanks and the Smart Growth Program
are soliciting proposals for an effort to educate state-level
decision-makers on the practical barriers to the redevelopment of
abandoned gas stations and other vacant properties as well as
identification of opportunities for supporting their redevelopment. EPA
expects to award one assistance agreement under this solicitation, with
approximately $50,000 available for first-year funding. Returning
abandoned and vacant properties to productive use helps protect public
health and the environment. Final grants may be negotiated for project
periods up to five years and may be set up for incremental funding, with
funding for future years dependant on funding availability.

Proposals must be received by the EPA or through www.grants.gov on or
before August 27, 2007, 5:00pm EDT. Award announcements are expected to
be made by Autumn 2007. To access the full request for proposals, visit

Salary Range: $44,590 (minimum) - $60,446 (midpoint) - $76,302 (top of the grade)

Location: Upper Marlboro, Maryland
Region: Prince George's County Maryland

Minimum Qualifications: 

1. Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and;

2. one year of progressively responsible professional level planning experience; or

3. An equivalent combination of education and experience.

This position requires a talented urban designer, capable of analyzing development proposals and providing urban design skills to planning teams. The primary assignment is to process a full regulatory case load to include all types of applications, such as site plans, subdivisions, zoning, special exceptions and departures. Candidate must be able to apply design and other discretionary regulations to major residential developments, mixed use projects and overlay districts. Other duties may include full participation in community, area or sector plans, working as part of an interdisciplinary project team. The ability to illustrate and graphically represent land use and design alternatives and relate land use plans to development review issues is critical.

Requires: 
Negotiating solutions and making effective presentations on complex and controversial topics before public groups and in public hearings. Must possess strong oral, written and visual communication skills, innovative problem-solving skills and the ability to work well with people.

The ability to express planning and design principles verbally, graphically and in writing is essential. Combined public/private experience is preferred.
